Once upon a time there was a program called upsd. It would camp on
a serial port checking the CD line every so often. If it went low
for more than n minutes, it would start warning everyone and halt.

What you did was take a 12 vdc "brick" and plug it into an outlet
_not_ protected by the UPS and hook the + line to pin 7 and the -
line to pin 8 of a DB-25 RS-232 port. When there was no power to the
brick, CD would drop. This trick even works on stupid UPSes. The
only time it doesn't work is if the power is restored after the
halt takes place, but before the UPS runs out of power. Less likely
than not.
