I've used FreeBSD with Hayes and USR modems.  The type of modem used with
FreeBSD does not make much of a difference.  A bigger concern would be what
type of modem you intend to connect to.  For example, USR 33.6 modems have
problems talking to AT&T modems with compression turned on, regardless of
the operating system in use.
