Actually, you shouldn't blame Microsoft on this, it is more Shiva's fault.

When Microsoft did up the dial-up networking client for WIn95, they basically
went to Shiva and said "this is too big for us, your the experts, tell us what
to do"  Shiva then worked with Microsoft to make it as totally compatible with
the entire product line of Shiva LanRovers as possible.

In any case, it is a moot point.  What would help everyone out the most now is to 
create yet another RFC in cooperation with Microsoft and Shiva and document 
their intentions into a standard.  Since Microsoft seems to have got the "standards
religion" these days, this is something that would be possible, whereas getting
them to change their broken implementation is extremely unlikely to say the
least.
