And just why do you think that it wouldn't?

If you read the man man page, you will discover that tbl is used as a
preprocessor unless something else is specified with the -p option or
the MANROFFSEQ environment variable.  There is no reason to believe
that processing with -t would change that, and a quick at the ps
output while man is running confirms this.
