After trying lots of things (including a bios flash update, which
was an anticlimax, given the dire warnings Intel gave) it turns out
that if I set the bios PnP configuration to use the Win95 ICU,
the mouse works in FreeBSD. I think this evidences a BIOS flaw,
but it could be me misunderstanding things. The FreeBSD PnP stuff
seems to work as advertized, though.
