I have seen this error when the EX was not connected to the network, for
example a BNC card that had the cable unplugged or not correctly terminated,
or a RJ45 card with a bad cable.

For the record I got the EX16 to work OK with port 300, Int 10 and memory
region starting at D000, the memory window must be set up as 32K also.
