He forgot to mention which mainboard/machine he is using.

There's a known incompatibility of FreeBSD 2.1.5's EISA code with the
HP Netserver's internal AHA2740 (its EISA slot number is too high).
FreeBSD 2.1 didn't suffer from this since it simply didn't have any
specific controller code for EISA buses at all, but handled everything
there as plain ISA.
