If it's the only thing on the second controller it should be jumpered
as a master device.  In my experience the ATAPI driver has trouble
with drives that are the only device on a controller -- try moving it
onto the slave position of your first controller.

Failing that, I guess your drive is just not-quite-to-spec enough that
the driver can't deal with it.  Unfortunately these things are not all
created equal.  Stick with your SCSI drive!
