You have already the boot floppy.  What you need is a root floppy.
The boot floppy usually doesn't have much space for this, so better
prepare another one.  The absolutely minimal files you need are
/sbin/init, /bin/sh, and /dev/console.  After the kernel has been
loaded (i.e., while the devices are being probed), swap the floppies.

You will probably need more programs on the root floppy.  RTFM
crunchgen(1), and see the Makefiles and other stuff under
/usr/src/release to learn about crunching, a very effective method to
combine various programs into a single large blurb binary (with
hardlinks to the original names later).
