The DES encryption _is_ available outside the US (and well, i think
the one that is being used by FreeBSD for outside US is even an
Australian one :).  Try ftp.internat.freebsd.org, but it's a slow
connection.  I'm not sure, perhaps ftp.de.freebsd.org is faster for
you, they might also mirror the international DES distribution.

Of course, since password encryption cannot be reverted, you can't
move DES passwords to MD5 (or vica verse).
