Of course not, since the legacy passwd file is only a subset of the
master.passwd.  In particular, all the encrypted passwords are missing
(and the expiration information and the unused `userclass' field).

You can create a barebones master.passwd file with all accounts locked
and no expiry at all with:

sed -e 's/^\([^:]*:[^:]*:[^:]*:[^:]*:\)/\1:0:0:/' /etc/passwd \
	> new.master.passwd
