At the risk of spawning yet another argument on this topic, also check
the setting of MAXUSERS. The Handbook shows the calculation, but this
parameter is used to set a number of things, including the total number
of concurrent processes that the whole system will run. Figure this
parameter according to the maximum number of simultaneous users you will
permit, along with the max number of processes each is allowed, plus the
usual system processes you may need.
