Hello. Recentry I had the same experience for FreeBSD 2.1.5. My system
is DEC CELEBRIS GL 5133ST. If you configure your system correctly, the
boot log shows as follows:

Sep 26 18:51:32 news /kernel: wdc0 at 0x1f0-0x1f7 irq 14 on isa
Sep 26 18:51:32 news /kernel: wdc0: unit 0 (wd0): <QUANTUM FIREBALL1280A>
Sep 26 18:51:32 news /kernel: wd0: 1222MB (2503872 sectors), 2484 cyls, 16 heads, 63 S/T, 512 B/S
Sep 26 18:51:32 news /kernel: wdc0: unit 1 (atapi): <TOSHIBA CD-ROM XM-5302TA/1095>, removable, intr, iordy
Sep 26 18:51:32 news /kernel: wcd0: 689Kb/sec, 256Kb cache, audio play, 255 volume levels, ejectable tray
Sep 26 18:51:32 news /kernel: wcd0: 120mm data disc loaded, unlocked

This means:
1. ATAPI CD-ROM Drive is connected as a slave drive
2. The master drive must exist
3. The QUANTUM disk and the TOSHIBA CD-ROM must be connected with the
   primary cable!

The other configuration, with which I scceeded, is as follows:
1. ATAPI CD-ROM Drive is connected as a master drive
2. The TOSHIBA CD-ROM must be connected with the secondary cable!

Since the device probing fails when no master drive is found, you
must connect the ATAPI CD-ROM as a slave drive of an existing master
disk drive, or a master drive.

Check your CD-ROM connection. Your task will be to change the mode
of the dip switch or equivalent which will exist on the back side
of your CD-ROM drive.
