Note that some countries use the period as a thousands separator (and comma
as the decimal point).  From the quote attributions in your post, it looks
like the original poster of this number is from Germany (.de), and I believe
this notation is very common in Europe.

I think this (70 thousand) is more likely the intended meaning, as it seems
a little ridiculous to measure hits per second to the precision of a
thousandth of a hit.
