Your wording does not say what they run 13 times faster than.  I can only
therefore deduce that you mean themselves - *VERY* likely.

Refrasing your statement:

  A given NT server will run up to 13 times faster if nobody is using it.

Not only is this possible, I can prove it ! *BIGGER GRIN*
