Well, I think they do. BSDI's man page isn't clear on this, but another
BSD man page I have says this.

     B records
           The number of dump records per volume (this is interpreted as the
           size in kilobytes).  This option overrides the calculation of tape
           size based on length and density.


I have only tested this on the Linux port of dump, where it worked fine.
I usually use GNU tar in preference to dump or cpio anyway.
