Not necessarily.  I have an ISA serial/parallel card, for example, that
came with one UART (a 16450) soldered to the board.  It had sockets for
a second (optional) UART and the associated line driver chips.

I expanded the card with a 16550A, used the second COM port for a high-
speed modem, and put a mouse on the first port.  It worked just fine.

I'm just starting to play with FreeBSD and haven't had a chance to try
out this particular card under the new system, but since it has a real
16550A, I see no reason to expect any problems.
