I wonder if sunsite.mff.cuni.cz has the older, broken ep0 2.1.5
installation floppy image.  Why not grab the one from
ftp://ftp.freebsd.org/pub/FreeBSD/2.1.5-RELEASE/floppies/boot.flp and
see if it changes your symptoms at all.

If that does fix it, your next step is to bug the sunsite maintainers
and get them to re-mirror 2.1.5 there. :-)
