For what it is worth, I have a USR Sportster 28.8 and I love it.  BTW. I've
been involved with writing async comm code for about 15 years now and I
have used dozens of different modems (including Wang, Hayes, Multitech,
NCR, IBM, ZOOM, Practical Periph., Supra, and USR) and the Sportster is one
of the most reliable at connecting and ESPECIALLY maintaining a connection
I have ever used.  The other day my son picked up the phone and dialed long
distance (Gran's) while I was online downloading about 6 meg of data. 
That's 11 DTMF tones for those that can't count and I STAYED CONNECTED
(admittedly he dialed slowly)!  This has happened four times (other three
local, aren't kids forward thinkers :-) over the past several months and
I've only dropped once.  Yup, love my Sportster.  I know they cost alittle
extra but I'd pay it again, no problem (in fact we have two at the office
now :-).

BTW, I bought the Sportster because PC Mag reviewed modems awhile back and
listed it as the most reliable at connecting and maintaining a connection. 
I thought it was alittle pricey but I had some extra cash (and hadn't used
a USR in many years, liked the old one, just pricey) so I thought I'd see
if they were right (as usual, they were).

All that said, I have NOT checked the ROM date in my unit.  The text
published on the web link appears to be well thought out and MAY document a
bug in a particular run of a USR product.  I don't think that a single
problem with an otherwise superior product should ruin a fine reputation. 
(Remember the Pinto, alot of Taurus owners seem to think they drive a fine
automobile).  That particular design run of USR sportsters may or may not
have a problem, but in general, USR makes a fine product.
