It (or some suitable version of xpm) is in the ports collection.
Assuming you have the CD mounted (and have lndir'd /cdrom/ports to
/usr/ports)...

$ cd /usr/ports/x11/xpm (I think)
$ make
$ su
% make install

et voila.  Fvwm is also amongst the ports, and should install the
appropriate libXpm automatically.
