Help would be greatly appreciated!

I have kernel level ppp setup and whenever a dial up user connects to
one of the modems they automatically get a data stream as if they were
connected already.  What I would expect to have happen is to have them
be prompted for a login and password and then initiate a ppp session.  I
am using FreeBSD 2.1.0 on the server and Win95 on the client.  The
device setting in the ttys file is set for pppd.  Thanks in advance.
