I have set up a couple of systems like this using the user ppp program. All
you need to do is set up an entry for the ISP in the ppp.conf file and then
run the ppp program using the -auto option. Works like a charm.

I believe there is pretty good documentation on this in the user ppp man
page. Email me if you need any details.
