I've solved the The easiest way around this is to find someone there who doesen't care if they have an IP number or not and get them to get an IP number for you. Or, figure out the network numbering in use and just grab an open number. If your in a dorm you are probably going to get stomped on yourself sooner or later and you will probably want to get a list of "known seldom-used" or "known admin-is-secreting-them-in-reserve" numbers for the times you have to get on the network and someone already has your number tied up.
