Have you read /etc/ppp/ppp.conf.iij ?

My login line says:
 set login "TIMEOUT 5 login:-\\r-login: awfulhak word: SZf10wW2 ocol: PPP HELLO"

This waits for 5 seconds for the login prompt.  If nothing happens it sends
the \r (a linefeed) and waits for a login: prompt.  If you need two returns,
make the string longer:

  TIMEOUT 5 login:-\\r-login:-\\r-login:
