Have you compiled a custom kernel??  If so, have you removed the line:

pseudo-device	tun	1

from the file.  This would explain your problems finding tun0.

Along the same lines, have you removed the line:

options		INET			#InterNETworking

from the config??  Just guessing here really but this could be your problem.

Also check if you have a valid /etc/services file.
