Alt-F11 (so the menu bar appears), F2 (Soft reset), Alt-F11 (menu bar
disappears again).

No, it should not.  It's terminal state, not process state.  If you
use a VT320 attached to a serial line, it won't reset itself either
when logging off the computer.

Some application might use strict 24 line mode for a vt100 (assuming
that's what you have set your $TERM to), and reset the terminal to
<ESC>[1;24r when finishing.  pcvt optionally supports this further in
that it allows you to restrict the 25-line display to 24 lines only,
featuring the real VTxxx series terminal.  (options PCVT_24LINESDEF)
