I don't hink it's the OS; my full-time dialup also drops occasionally. 
Since it happens most often during rain or thunderstorms, or when the 
telco is futzing around, I tend to believe it's just noise on the line 
that blows the modem sync, leading to disconnect.

It's not fun, but I don't see any way to avoid it on a dialup link.
