For the Windows side, there's a shareware tool called ``COMt''.  It
emulates a serial port, and forwards the data over the network.

I wrote a little server-side stub that redirects the raw modem to a
network port, to be run under control of inetd, specifically intended
to be a server for COMt clients.  Due to public demand (mostly from
the Samba folks), i released it to the public, and some kind soul has
put it up for FTP at ftp://ftp.netcom.com/pub/je/jeffml/commsrv.tar.gz.

There are a few features missing, but it works well so far.  It's in
regular use for things like WinCIM at my employer.
