You don't have an active.times file, i suppose.  But that's already
in the error message.

Don't you read man pages and FAQs?

You probably don't have the nnrp.access file (or have some problem
with it -- since you gratuitously left out the important part of the
error message, how do you suspect us being a help to you?).

Again.  RTFM.  INN comes with a fairly good set of man pages, but it's
up to you to read them.
