The SGI Irix system does, but it isn't public domain.

The Irix implementation also support combining multiple async
lines; if you live out in the boonies ISDN could be very much more
than a couple or 4 voice lines.

Presumably, because nobody's had the time to make the addition to the
code.  It's on my list of things to do if I ever get the time,
but probably won't happen before next spring.
