Summary: How do I do FTP Sublogins in Freebsd

How do I do ftp sublogins?  I would like to make a batach of 
users that can access only directories under the ftp root.
That they can't walk the system.  They can put files of their
own and get files, but no much more.

Any thoughts?  I can't seam to get the sublogin working.

I add the users the the password file, but it still does not work.
Any thoughts?  Anybody doing this?
