I suspect you've missed something - it works for others.  What does
your ppp.conf look like ?  Mine says:

default:
 set device /dev/cuaa0
 set speed 115200
 set dial "ABORT BUSY ABORT NO\\sCARRIER TIMEOUT 5 \"\" ATZ OK-AT-OK \\dATDT\\T TIMEOUT 40 CONNECT"

demon:
 set phone 01813389666
 set login "TIMEOUT 5 login:-\\r-login: awfulhak word: pass ocol: PPP HELLO"
 set dfilter 0 permit 0/0 158.152.1.222
 set timeout 120
 set ifaddr 158.152.17.1 158.152.1.222/16 255.255.0.0
 delete ALL
 add 0 0 HISADDR

I run "ppp -auto demon", and only traffic to 158.152.1.222 will open the
connection (the dfilter line).
