Because Matrox will not make the specifications for the card available
without a Non-Disclosure Agreement. This means that no freely available
drivers (particularly X11) are available for the card.

Matrox has licensed their specifications to a commercial X vendor
(X-inside I believe). So you can purchase a X server for $100.

However many of us find the policy philosophically distasteful.

Not anymore. Diamond had a simular policy as Matrox but changed their
ways. They're good guys now... ;-)
