You can embed the login information in the URL.  Read the
documentation that came with your registered copy of Netscape.

Otherwise, you can use Netscape's new server, which can put up
HTML and act as a CGI for authentication purposes.  Basically,
you disallow access except through a validated cookie (just like
CGI scripts for login to HTTP sites works).
