My guess would be that you need to increase the maxusers variable in
your kernel configuration file.

There is a formula for calculating the maxusers you need based on
various system services and system usage - I just looked and it's in the
online handbook html pages, look under Mandatory Keywords (5.3.1) under
The Configuration File under Configuring the FreeBSD Kernel.
