Well, I would recommend getting an account with an Internet Service
Provider (I happen to work at one ;>) If you think you can get a FreeBSD
 Web server, power to you!

We charge $20 a month for normal business webpages. I'm sure you could
get an account like that on a local ISP.

This might be just a start, later (perhaps) you could get a server
config'd.

For a WEB server you need (if you want ANY bandwith) a 56k connection to
an ISP. You could run it on a PC if you had too. FreeBSD is not easy to
get setup. You also would need to get a DSU / CSU plus Internic charges
for domains if you wish. It is rather expensive.

You could also put a FreeBSD or Linux machine on a local network at a
provider, but that also requires some configuration..

Have Fun!
