There's no reason for FreeBSD not being able to do it.  Have a look in
/usr/src/usr.sbin/sendmail/cf/README to find out how to set up the
config file.  In general, you should be able to just attach your
FreeBSD box to the T1 and point your other smtps at the FreeBSD box.
