It's a voice announcement giving a non-free number to call for further information. I called the 800# above five times to make sure there was no DTMF menu that would let me talk to a real person. If everybody within the sound of my voice calls five times, it would cost these people a hell of a lot of money. I can't recommend that kind of behaviour since it would probably constitute harrassment. It would definitely cost these people a lot of money, too. We would not want to have 5,000 of us call them five times each since that would be 25,000 calls and "800" numbers are very expensive to maintain.
