That's a pretty obscure and unlikely scenario.  I'd say less likely than
accidentally deleting /sbin itself, and if you want to recover from that
you need the rescue floppies anyway.

Hmmm, you want someone who doesn't know how to recover from a mistake
to rebuild your shared libraries...   I'd say the best approach is a
full backup tape, and boot floppies with enough utilities to restore
it.  That way they only need to know how to do one thing and they can
fix anything that might break.  And with the 'yard' program you don't
have to know much to build the rescue floppies.
