You forgot to copy the /nls files over to the appropriate Xwindow directory. In the Netscape .tar.gz file you'll find a /nls directory as well as the direct Netscape files. Copy the contents of the /nls directory to /usr/X11R6/lib/X11/nls. One of the text files in there explains this. Also, at least some versions of Netscape seem to need an Xwindows directory called X11 instead of X11R6. A symlink solved that problem for me.
