Ah, btw., i've only answered half of your question.

Modifying is easy.  Use vipw(8) to modify more than a single user, or
chsh(1) to modify the account data for a single user.  Any ordinary
user may edit a limited subset of his own data with chsh, while the
admin may modify everything.
