Missed some parts of the FAQ in *.announce, so could ya please help...

I live in timezone MET DST currently. My hardware clock is set to
local time. But if I set MET DST to be the timezone in NetBSD, the
clock is presumed to be GMT and is 'fixed' so I get wrong times. I
know there is a timezone setting in the kernal configs, but I don't
what the number exactly represents (positive or negative fixes from
GMT), and compiling by trial and error just takes too long, so someone
help me please?
