The differences between these distributions lie in the packaging and
installation. They use the same:

 * Kernel
 * C library
 * System utilities
 * Other software (mostly)
 * File system layout
 * Newsgroups(!)

It doesn't look to me like there is as much duplication of effort going
on in the Linux world as there is in the BSD world. The only Linux
distibution that differs significantly in terms of the kernel, C library
and development environment is Linux-FT, which is heading for Posix (and
later Unix) certification. But these changes are also being merged back
in, so again there is little duplication of effort.

15 or so is also something of an exaggeration. Basically, Slackware,
Red Hat, Debian, SuSE, Yggdrasil and Linux-FT cover 99.9% of new Linux
installations.  Caldera is not a separate distribution.
