(Note: this is NO claim that mmap() would either work or were broken
in 2.1.5R, but:)

Your conclusion is wrong.  2.1.5 is from a totally different branch of
the source tree.  The VM subsystem in 2.2-current has undergone many
changes, but only a few bugfixes have been retrofitted into the 2.1.X
branch.
