Ugh.  He posted and emailed and didn't indicate the fact.

I answered in private email.

The gist is:

1)	FR costs in his post were greatly exagerated.

2)	I mean really exagerated; see Dennis for details.

3)	The congestion problems are most likely the ISP's
	(his) router's failure to correctly handle "source
	quench" when dumping 1.5Mbits/S to a cloud with a
	56k outbound channel.  He should run IPv6 in
	compataility mode to get "source quench" working
	correctly.
