At a guess, there's some kind of "boot-strapping" needed before 'make
world' will work correctly. An explanation of the exact steps
necessary should have been posted to the freebsd-stable mailing list,
which is one reason why you should *always* read it if you're running
-stable (another one being that, by definition, it is read by people
who are running and working on -stable and who are in a far better
position to answer questions than anyone else is likely to be).
