I don't know why you consider ANSI to be any nicer than GNU, Microsoft
or whomever.  Final versions of ANSI standards are generally not
freely redistributable and not available online.  Personally, I would
like to see a free formalized standards process, like the internet
RFC's, available for specifying more than just internet protocols.
