I also had this problem (under 2.1.0-R) with PCVT configured on the 
console..  I solved it by turning off that tty. 

Note that /dev/ttyv3 is a console screen under PCVT, and not a serial
port..

my monochrome display card reports having 8 screens, so I tried to 
put a PCVT screen on each one.. I had the same error on /dev/ttyv7.
the default config is 4 ttys (ttyv0-ttyv3).(kernel compiled MAXCONS=8)

I'm going to try compiling with MAXCONS=9, and see if I can get 8 working
PCVT screens..
