You have to enable booting off drive A: first in your system BIOS.
Otherwise, you will never be able to bootstrap FreeBSD.  (You can
disable this later if you don't need it.)

This is irrespective of whether you are installing from Floppy,
CD-ROM, or Ethernet: the system must be booted off a floppy for the
first time.
