This is a policy decision, which is normally up to the local system
administrator.  I could perhaps add another hint in /etc/rc, but even
hier(7) speaks about ``usually''.  That's a ``YMMV'' terminology.

I think the boot time cleaning of /tmp used to have a long tradition
in BSDs.  But you are right, i will contribute my daily cleanup of
/tmp and /var/tmp as a commented-out hint in /etc/daily.
